Is it okay to use "an" before a word that begins with a consonant?

No you should only use "an" with a vowel or like you said a vowel sound. It would not work to say it anywhere else. If it is used before the letter Y, the Y may make an I sound, that's why it is sometimes a vowel, but otherwise no.
