Ventlation holes?

In a1990 built bungalow along the facia board at c12ins intervals we have ventilation holes. We have double glazing ( 2007 ) and cavity wall insulation ( 2007 ) no air bricks, have been told that this is now a requirement. Trouble is, we are so concious of the road noise outside. How do we block the holes to eliminate the noise?
