Studying in australia?

A friend of mine is applying for an australian student visa(Schools Sector: Temporary Visa Subcl 571). In the case of the Student Guardian Visa the guardian of the student is required to have for the period of the students study - is it possible for the guardian or legal Custodian to nominate a non family member as a guardian that is already a australian citizen and living in australia?
