Why are Republicans blaming Clinton for 9-11?

The NSA's warning talks about suicide bombers and use of truck bombs . It pointedly did not mention the idea of using hijacked airliners as cruise missiles. Clinton had ample chances to either take our or Capture Bin Ladin. From 1993 to 2000 he did little or nothing. One chance we had to kill Osama with cruise missiles, Clinton's Sec of State called and warned of the impending attack. So yes I do give Clinton a very large percentage of the blame.
